engine oil leak repair? 700 1990

I have a oil leak on the front of the engine it seems to be coming from under the water pump. Took it to a mechanic and was told that it was a big repair that hoses have to be replaced and new seals are needed and consequently it would cost in the area of $400., my question is isn't this pricey for a seal and a tube or so?
