740 engine fuel thing? 700

1990 740
At about 1K rpm the engine vibrates as if misfiring. Once past 15K and above, or below 1K the idle is fine. I set rpms at 1k to reproduce the problen then pulled each plug. all made a diference but one made no diference.
any thoughts?
