VERY Low Air Flow from Heater and A/C 900

Ever since I've owned my 1996 965 (5 years) that now has 124k mi on it, I have had what to me feels like extremely low airflow through the HVAC system. This is true w/ HEAT and A/C, but even w/ low flow, there's plent of heat, but A/C has been where the "problem" is a real pain.

The blower works on all 5 speeds, and by sound it increases with each step (though it is never "loud" by comparison to other vehicles I've owned), but the actual flow from the vents (either in flow through or recirculate mode) is VERY weak.

Having now moved to Texas where it is HOT, the airflow is clearly insufficient to cool the car in summer. Someone who recently rode in the car said the airflow should literally "blow your hair around." My airflow on "5" (Max) about what one would expect on "Low" fan with another car.

Also the airflow DECREASES on acceleration or hill climbing, making me think a vacuum motor to the HVAC is leaking.

Can someone tell me if low flow is normal for the 960, and if not, whether a vacuum motor could be the cause, and if so-

Where exactly is this vacuum motor located so I can find and replace it without hopefully tearing the entire dash apart?

A part # or diagram would be great (I have only a Chiltons and a generic Volvo CD Shop Manual), but I don't want to be greedy.
