What is the purpose of the two piece clamp on the power steering hose ....... 200 1988

Up0n reinstalling the PS pump on my '88 240, I noticed a two piece ,3 inch long
cast metal clamp held together with a hose clamp on the PS hose about 6 inches down from where it enters the pump. Could it be there to stop a leak? Larry
