OD Light not coming on 200 1992

The OD light on my son's 1992 240DL is not coming on. Also, transmission is not shifting out of OD when button depressed. I checked OD relay (swapped with known good one) and this didn't solve problem. I do hear OD relay clicking when I press button on shift lever, so all appears fine up to this point.

Does this sound like the solenoid is bad?
