Emission cleaner?!? 200 1993

I'm looking at a '93 240 and may buy it as a new college grad may inherit my '89.
Anyway I asked why the CHECK ENGINE light was on and I was told the their mechanic had run some emission cleaner through the system and that it's done at the station and cost about $100. They were told the check engine light would go out and the car would pass emissions.
Has anyone heard of this? Does it work for cars that have failed? Is it DIY?
