fuel tank lock ring 200 1989

The pre pump in my car has quit working and blows the #4 fuse (also causing the check engine light to come on because the O2 sensor heater coil uses the same fuse). The lock ring is badly corroded and I'm concerned about the tank structure around the area. Anyone have any experience with this problem. I'm worried about breaking off the tank flange while removing this rusted lock ring to get at the pump.
