Can not get last 3 bolts on head loose. 200

I got all but 3 of the bolts on my head loose. I've broken both a Snap-on and Craftsman socket on it trying to get them loose. They've been sprayed daily with penetrating spray.

Is there any way of getting these last few bolts loose with hand tools? I've got enough strength, just the tools can't hold up to the torque.
