Fault code P0410 900 1997

I had to go to the parts house for supplies so while there had them scan.
Fault code P0410 a malfunction in the secondary air injection system has occured is all they could tell me. I have checked the vacume line from the egr valve and found it intact and in good shape. I jumped the AIR pump and it runs when direct wired. However checking for voltage at the harness connector to the AIR pump I find little or no voltage. Is there a relay somewhere that I am missing? Or is this a fused lead. I used to hear a low pitched noise like a muffler noise when the air pump was running and now that noise is nolonger heard so I persume that the AIR pump is not running.

Any suggestions?
