Can timing belt tensioners and idlers be lubricated?

Can anything be squirted, packed, or otherwise applied to act as preventative maintenance?

Other than audible whining, or removing belts, is there any other way for one to know if the part has lost it's lubricity, or is nearing the end of its life?
