Seat Belt Light - How does it work? 700 1989

Replaced front passenger seat belt lock. Discovered light bulb (1.2W) inside lower cover. How is this light supposed to function? Is it always on when the vehicle lights are on or is it supposed to go off after inserting the seat belt?

I've looked at the Haynes wiring diagram yet it's not clear to me electrically if/how this bulb should turn off? The seat belt light (aka seat belt lock light) is #46 on the diagram. There is also a passenger seat contact #75.

Anyone familiar with how the seat belt light should function? Also, what is #75 and where is it located?
