Help, again! 120-130

I got that fuel pump replaced which took care of the undercar gas leak. But as of this morning, I have an engine-bay gas leak...

I'm running the original SU's.

Right where the fuel line connects to the first carb, there is a little cover, sandwiched between the rubber fuel line and the body of the carb. The cover has a little dimple, which covers a hole on the outside of the carb. From what I gather, the hole is to allow fuel to escape the carb (in the event of excess pressure?), and the cover is to keep the escaping fuel from spraying all over the place?

Question:

why is fuel coming out of the little hole?

Is the float stuck?

I'm tempted to pull the cover off and fiddle around, but I'm 20 miles from home (at work) and:

a) I don't want some spring-loaded assembly popping out, and
b) I don't have a new gasket to put back on once I pop the cover off, though I believe I have one at home...
