Transmission cable 200

My 86 240 has had intermittant automatic transmission problems. Mostly late shifts. I checked the solenoid and flushed the system. While flushing, I noticed that the cable that goes from the attachment for the throttle cable to the transmission is not taut. It has a big loop dangling there. The cable appears to be frozen. I can't push it in or pull it out. It looks like this could be my problem. My question is, is this something I can do myself or is it time to pay some money? If I do it is there the possibility of a suprise of some sort when I drop the transmission pan. I was wondering how the cable is attached in the pan and if that is what is broken. I would love to be walked through the process and would be grateful for any tips. Thanks in advance
