Rough Idle 1995 245 B21F 200 1980

I have been tracking down some problems with the cold start system on my 245.
My 245 has been running, but not as well as it should. Cold starts have been a problem, as well as a stumble in the idle and while accelerating.

Here is what I know so far:

1. Auxilliary air valve is good, but not receiving +12 VDC at the wiring harness. Checked the wire at the fuel pump relay, it is switching from 0 to +12 VDC. I have not identified the firewall connector yet to see if that is where I'm loosing continuity.

2. Cold start injector is good. However, I measure low, variable voltage (between +3 and +7 VDC) at the wiring harness. Apparently that is not enough to pull in the injector solenoid.

3. Believe thermal time switch to be bad. I know that the terminal housing on the switch is broken (a gift from the previous owner). I believe this to be the cause of problem 2 above. I will order a replacement.

4. Several bad vacuum lines, replaced with good generic line until I can order the correct shaped hoses.

5. Tested voltage at the wiring harness for the control pressure regulator; +10 VDC is present while cranking the motor. Resistance across the terminals of the regulator is 24 ohms.

6. Pulled distributor cap and rotor, inspected, previous owner left me with some new parts, they both looked good. I have replaced all of the plugs and wires on a prior occasion.

I reassembled the vacuum circuits, reinstalled the auxilliary air valve and the the cold start injector, hooked up the wiring harness, started the car, and idle was even worse than before. I hooked up my timing light to see if the timing was off. I noticed that the strobe was firing intermittently. I clipped the inductive lead to another wire and the strobe was firng intermittently on that wire as well. I ran out of time, so I was unable to test all of the wires. However, I believe that I have intermittent spark to all cylinders.

My first check will be the ignition coil and ballast resistor. I will visually inspect these parts, test primary voltage, continuity and resistance.

Then, I intend to test each of the injectors. Is the voltage +3 VDC to activate the injectors? I will also check the spray pattern. What resistance value should I get for a good injector?
