turbo stopped turboing 700

I bought my 1990 765 2 months ago, I replaced radiator due to a cracked tranny cooler,put in new wiring harness and speedo/cruise module and all was going good. I put in new plugs, wires, rotor and cap...changed the oil. On the first trip after tune-up, while going up an overpass and passing a semi, the turbo revved, but the power didn't seem to boost. After that, it ran fine EXCEPT the turbo wouldn't kick in...the turbo gage got to straight up, but never crossed in to the white range. I didn't notice any extra exhaust...no oil left behind. I checked the hose connections...nothing undone. Does this have any tell-tale signs. What order do I start ruling out what components?

I read the thread about driving without a functioning turbo and doing/not doing damage...I'm still not sure about the verdict on that one.
