re-seating the rubber shift boot, and more 200 1991

My 91 wasn't engaging 1st and 2nd easily, so I adjusted the gearshift stop plate slightly to the left, and now everything is buttery smooth. Problem is, that pesky rubber boot will not seat properly. All four plastic plugs are in place, but the rubber will not spread out under the carpet properly, leaving gaps that will surely let in noise, fumes, etc. Is there a trick to getting that thing back in place?

Also, I went 6 for 7 removing the headlight bucket nuts without breaking/spinning the studs. But the last nut is decidedly stuck and the stud is spinning. Should I grab the rotary tool?
