Throttle position switch compatibility 200

Are the throttle position switch assemblies from 1989 (LH2.4) through 1992 (LH3.1) interchangeable? Trying to start up a fresh engine (LH3.1) and it is running so fat it floods unless the gas pedal is on the floor. The ECU check code returned a 4-1-1 (throttle position switch problem). No other codes are thrown.

Thoughts?
