cruise control fuse #10? 700 1987

My cruise control is note working and the FAQ's guide says to check fuse #10. Isn't it fuse #12? Is there some other place for this fuse?
How would you check the vacuum pump? I applied a suction on the hose from the back of the vacuum servo behind the throttle but a vacuum is note created at the white nipple under the pump. All hoses are good with no cracks.
