Daughters 240-intermittent starting problem, help. 200

Emily missed class.
1990 240 non turbo.
Symptoms:
1. During startup car shudders, speedo needle dances, engine finally starts up and runs absolutely smooth, as usual.
2. Now all I get is a light tick tick sound at the starter when engaging in and out of the start mode of the key.
3. Battery is up, cables clean and fine,lights are the elctrical is fine throughout the car during all phases of operation.

Is this a starter, cables or relay? How can I isolate/troubleshoot each component?
