Fuel line trouble 1989

I need some help with a fuel line problem. While changing the exhaust on the 740GLE B234, we noticed fuel leaking from a line at a point where it changes from steel to rubber, in the area over the rear axle. The rubber line appears to be a slip fit over the steel, but I can't be sure. It looks as though the steel line is rotted at this junction. I traced the line forward and it looks as though it does not stop at the pump/filter assembly mid-chassis, but runs straight toward the engine compartment. Is this a fuel return? If so, can I run a longer rubber fuel line from (I presume) the fuel tank fitting to a fresh cut on the steel line? Can steel lines be coupled together using a flare or compression coupling? Opinions please!
