binding brakes? 200

Hello all,
I had my car up over the weekend and spun the wheels just for fun. The brakes seem to be somewhat engaged all the time.

Are the wheel supposed to freely turn like a bicycle wheel without any friction - or is a little brake contact normal?

On a sub-note - one of the rear wheels turns smoothly for half a rotation and binds for the other half. Obviously this isn't good. How do I fix that - and which half is right?

If you are not experiencing any brake shudder or steering wheel vibrations then do not worry about it. I have spun literally thousands of Volvo wheels and sometimes they stick like that and some times they spin free. I would've thought that it would have been an issue but on the vast majority of cars that do this it is not a problem. So until you have a problem caused by it I would not worry about it.
