Possible to rebuild a 240 odometer? 200 1983

I have an '83 240 with a mechanical speedometer. The odometer gets stuck on the 9s. Usually, it'll make it pass 9 tenths, and perhaps a few miles further, but it is almost guaranteed now to stick at 9 miles and 9 tenths.

Just wondering if this is something that an average guy can repair?

There is tiny plastic gear that turns the "tenths" of the odometer and rolls it to the "miles". It typically cracks from the inside to outside diameter and works intermitently for a while, (as is yours), wears, then fails completely, usually at the "9". Replacing the gear will solve your problem. You can get one from IPD for $49.95. (That's right - Capitalism at it's best!!)It's in the form of a "speedo repair kit", that includes directions and instructional DVD, to make you feel like you're getting something more than a tiny plastic gear for $50.00!
To solve my problem, I secured a working instrument cluster from a junk yard for MUCH less. Removed the speedometer/odometer, reset it to the current mileage of my 245 and popped it into my current cluster. I keep the left-overs (gas guage, temp guage, clock, etc) for future repairs. No special tools required.

Yes, it can be repaired. A lot of people here have done it, myself included. The odometer in my '80 was behaving similar to what you describe. It would hang at at whatever and 9/10ths of a mile. I chose to replace the offending gear with one from http://www.odometergears.com.
You might also investigate the method described at http://www.homestead.com/volvo2/Odometer.html.
On my speedometer the two small screws that hold the face plate were reluctant to come out. It took a very small screwdriver and a light touch. Also the needle can be tricky. I used two spoons to lever it off with some corrugated cardboard under the spoons to protect the face.
