Last year I experienced the exact same symptoms as mentioned above, -no blinkers or Hazards.
In my case (not necessarily yours too), I had a slight windshield leak which is common to '75-'90 240s. The leak caused a bit of corrosion to form in the fuse holders that was not visible until I had removed the fuses. I removed each fuse, sanded the tips with 250 grit sandpaper, and then used a brass wire brush on the fuse holders. After reinstalling the fuses, the blinkers and hazards worked just fine.
Hopefully, it's as simple as this for your vehicle. However, if it's not, check the power path from the fuse box and make sure that none of the spade terminals behind the fuse holders are unplugged. Use a volt meter and make sure that you have power going to the relay, resolder the relay circuit board, and check the hazard and turn signal switches.
Lastly, the '91-'93 240 vehicles came with an improved glass sealing system that is not prone to leaks as the earlier cars. If you ever need to replace your windshield, tell the glass shop that you have a '93 and they'll install the new style windshield. There was no change to the body of the car, just a different mounting system for the glass (the newer style is easily identified by the flush-mount rubber trim around the windshield, rather than the raised rubber/chrome trim of the '75-90 vehicles).
