No Headlights - '93 940 900 1993

Headlights and dash lights went out tonight. I still have the shifter light and one front parking light. I have brake and tail lights. High beams are OK. Relay suspicious??

Fuse #21 was the culprit. I mistakenly said that tail and parking lights were working. They were only working on the passenger side.
