1990 740 loose ground wire 700

there are 2 braided s.s. ground wires coming off the firewall behind the distributor. one is connected to the valve cover and the other seems to have broken off of it's lead. Where does this belong and would it cause a no start problem?

Exactly as Bruce said- the loose ground goes to the other rear valve cover nut.

The no-start is much more likely to be a bad fuel pump relay (if you have spark) or a bad crank sensor (if you DO NOT have spark.)

On my 940, both braids go to the valve cover, one to each of the rearmost nuts.

No, I don't believe the braid is related to the no-start.
