Condition: Front wheel vibration at lower speed 200

I can feel this vibration in the steering wheel between 20-30 mph. It's not real bad but it is noticable. Above 30 mph I don't feel it at all.
Bushings, ball joints and tie rod ends are all good. Manual rack was rebuilt last year. Tires only have a few thousand miles on them. Car has TME sport springs, Bilstein HD's, IPD 25mm front sway bar.
I only noticed this tendency recently. Since then I have had a front end alignment done (about a month ago) but vibration is still there.
It seems to me that one or both front wheels are out of balance. The car has Virgos. Is there anything I should look at before getting the wheels balanced again? Would a bent wheel exhibit this sort of part time vibration or would I feel it all the time?

I've had a tread separation which gave this feeling. I couldn't feel anything on the outside of the tire. A good tire shop should be able to tell you if that is the problem. Most out of balance tires I've had didn't give any vibration until about 55 to 60 mph.

Swap front to rear and see if the vibration moves with the wheels.

Look closely for a bump on the tread or sidewall = internal separation of belts and/or sidewall cord plys. Don't want to keep using a tire that has any separation.
