As Doug H. says, I think you went the wrong way with cable the adjustment.
I adjusted the cable as per Bentley, no change no upshift to fourth, howevever 2nd and 3rd upshift seemed more energenic. It will be more "energetic" if you tighten the cable (wrong direction, if easing into OD is your goal). Example: When the cable on my Ford AOD tranny broke, I could get into 4thOD at 30 mph.
I have one/quarter inch between the crimped stop and rubber bushing. Way too much. Way beyond Bentley's 2mm.
FWIW, on my '93 940 the crimp is a bit over 1/16" from the end of the adjuster (rubber boot moved forward, as in Bentley photos), with a bit of slack in the cable. I get OD at a nominal 45mph.
But have you verified that the solenoid gets 12 volts at start up? With Key On in a quiet area, you should be able to hear and feel it operate in sync with the relay inside, if you get partway under the car and have someone operate the downshift button on the shifter. If the solenoid fails to click, a broken wire under the car is much more common than kick down cable adjustment, IMO.
