Usually the motor magnets come unglued from the housing. But there's a copper ground strap used to ground the motor under the gearbox assembly that gives trouble too. (tighten screws)

The relay only comes into play for parking the wipers and interval cycle.

My '85 wiring manual shows the wiper relay just to the right of the fusebox under the dashboard. Should have a six pin connector on it.

There's a ground point for the relay as well that you should check while you're down there. Follow the black wire.

You are getting 30 volts?? The can only produces a max of about 15 so where or what are you measuring?? I can not tell you the location of the relay,, sorry.. The stalk is the little lever on the steering column that you move to activate the wipers..If you are getting 12 volts at the wiper connection then more than likly your motor is shot,, There are some posts concerning this problem,, do a search on wipers and you will find complete with pictures..
