Crawls to 20 MPH when going uphill.... 200

Hello, I hope someone can tell me the possible problem w/ my 88 240.
when driving uphill it will loss power and crawls to 20 MPH, otherwise it
runs fine on level ground. By the way, it was due for smog and failed
for high nox. I replaced the CAT w/ no success. An officemate said it
could be a bad fuel pump w/c causes a lean fuel mixture and high NOX.
Does this make sense? Any suggestion /recommendation is highly
appreciated. Thanks.

    Have you Replaced the Timing Belt lately. Sounds like you could be one tooth off the Cam. Timing is sooo retarded that you can't climb hills. As well as beat you up during Emmisions inspection

    Try changing the fuel filter

    does it change at all if you let off the pedal? (i assume you have it matted when this happens..) does the engine bog or rev??
    generally, if you are losing power at higher revs, lack of fuel is the problem.
