It can be a wiring harness problem, but I had an 86 with a rotten harness for over 50K miles, and it always worked right- fortunately I didn't do much to disturb it.
The key here is - do you have spark? Pull the coil wire off the dist. Tuck it into the left hood hinge, so you can see the end from the front door, and don't ground the end out, leave about 1/8-1/4 inch gap to the fender. Try starting- if there's a good strong regular spark then you've got something else going on.
Pull the dist cap and crank it- does the rotor turn? If not, you've got a broken timing belt (you can also look into the oil cap and see if the cam turns, which requires a helper to turn the key).
If the belt is good, and you DO have spark, I'd suspect either the 25A fuseholder behind the battery, or the fuel pump relay. Both are cheap, "plug-in" type fixes.
The fuseholder is $3 from Volvo, the relay $20-40 depending on source, or can be re-soldered for just a bit of your time. The relay is the white 1X2 inch box under the right side of the dash, against the firewall.
The fuseholder should be replaced if it's burnt or crusty. This is main power to the fuel injection system, and don't forget to disconnect the battery before servicing!!!
