Personnaly I would go synthetic right away. Especially in your climate, coking of dino oil under the piston tops and subsequent restriction of the ring oil holes would be your biggest threat. The piston/cylinder clearance on those engines is quite tight so oil consumption during the break-in period is less of a concern.

    Factory rebuilt or locally rebuilt?

If factory, then change to synthetic at the first regular oil change.
If local, wait until you are sure that oil consumption, if any, has settled down. This could be anywhere from 3-15,000 miles.

Ordinary 10W30 is what Volvo recommend for 90% of conditions. Texas summer heat, maybe I'd use 15W40 or synthetic 10W30.

126k mi? Chevron is good stuff, so it puzzles that such a young engine needs a rebuild.

A number of carmakers (Porsche, MB, Corvette are three) are sending new cars out the door with Mobil-1 synthetic in the engines. Sounds like there's no need to break-in with conventional oil.
