Power Windows/ Voltmeter 200

I just purchased an immaculate 1992 244 DL and everything was working fine, until...

I was driving on the highway with the AC on and the windows up and when I was pulling off the exit I wanted to put the windows down, but no...

The windows wouldn't work, any of them. And the Voltmeter was reading a big, fat nothing.

Also my rear defroster wasn't working, don't know if thats related too.

If I remember right the AC Condenser electric fan and power windows are on the same relay. Volvo (Bosch) relays are notorious for having cracked solder joints. Find the relay and check it before doing anything else. Look for small cracks & resolder or replace the relay. Obviously check all fuses also.
