I would also recommend checking the voltages sent to the pump with a meter, and applying voltage directly to the front pump. (not too long even if it does run as the fuel cools and lubricates the pump.) I have worn had pumps lock when driving on two occasions in an old 250 I used to drive. One time it blew the fuse also.
If it will run (the one in my current 740 is quieter than the old pump.) but is not powered, and if the fuses are ok, it is time to find a wiring diagram. My current car is a 89 740 wagon, and I recently had the control box fail causing the relay not to be activated. I used info from the FAQ here and a link in the FAQ for a Russian site with some wiring diagrams that helped me troubleshoot the thing. Also if you have a sedan, you might look for a tank inspection cover in the trunk, (240's have them, but I do not know much about 740 sedans, and I have not found one in my 740 wagon yet. ) You need to check if the lift pump is powered, and if it is supplying fuel. A cloggeg fuel filter or clogged (or collapsed) hose from the tank could be the culprit.
