surging idle 200 1984

I was tuning up my 84 240 (B23F engine) today, and had a problem setting the timing, because the idle speed is not constant. It surges very regularly up and down, about one second up from 700 to 800 rpm, one second back down to 700, one second up, one second down, etc. Or maybe slightly faster (1 1/2 secs complete cycle), but VERY regular. Any ideas?

And am I right in thinking that this is why the timing is jumping around the target 12 BTDC, or could that problem have another source?

I think I was doing everything right - the engine was fully warmed up. Haynes says to disconnect and plug vac hose at the distributor if there is one, but there is only an electrical connection going to the dist.

    You should look at doing the following to help settle your idle.

    1.)Check the air intake hose for leaks. It can wear through from rubbing on the inside fender.

    2.)Clean you throttle body and all all air passages in it. Best to remove it to clean it properly.

    3.)Check all vacuum hoses for leaks, breaks.

    4.)Clean Flame trap and hoses.

      I agree with Erich as to good first measures, but really I don't think you should see any timing change from 700 to 800 rpm at idle. You could get this from a worn distributor or corroded dist rotor and cap terminals.
