The electric fan comes on when the radiator reaches a certain temp and the key is on. I believe newer models may com on when the compressor is engaged.

Electric fans run of a thermostat which is why you should be careful around one after you shut a car off...they'll come on sometimes to cool the coolant after the engine has been shut down.

The fan driven by a belt is probably a clutch fan that is activated by heat too. Generally they spin free until a temp is reached and then a liquid inside the fan housing (around the shaft) will expand and engage the fan and hence will be driven by the belt. It will still spin regardess but when engaged and driven by the belt it pulls air thru the radiator.

That's why, in a traffic jam on a hot day, you could pop your car into neutral and rev it up to cool the engine. Revving the engine not only drives the water pump faster but speeds up the fan pulling more air thru the radiator.

You dont want to rev in neutral in a traffic jam if you have a ZFHP22 transmission though... (PRND321 gear-shift pattern). Though it would cool your engine, it will fry your tranny very VERY quickly.
