i just replaced my in-tank fuel pump . still getting noise from main pump. when i turn the key slightly on in tank pump turns on but never shuts off. is it not supposed to build pressure then shut off. (all of this with car not running.) fuel pressure regulator? check valve?

My understanding is that there is no shutoff for the in tank pump. My year it only runs when the engine is on as a safety feature.
