DRY TESTING 91 740 FUEL PUMP 700 1992

OK, I replaced the in tank fuel pump. Prior to install, I "shortly" ran the pump alone hooked up to battery I have in the garage. It ran fine with direct hookup-up to the pump alone. I "did" try to run the pump after wiring up the entire assembly, rehooking all four wires properly, but pump wouldn't come on. I installed in tank anyway, rehooking the neg term on battery and tried to start. Car "momentarily" tried to start, but would not run. Also I could never hear the pump run. I am afraid I've not got the assembly put together properly, (ie: float separate from pump,(allowing free movement of float), and/or not in tank properly). Any geniuses out there who think they may "hit" on the "simple" solution for my dilema? Also, I have the unit out of the tank and will bench test again.
