What's this 'pushbutton' for on a 1980 240?? 200 1980

My neighbor has a 1980 240 that he's had for a long time. He says that the only thing he's had problems with is that during the hot summer season, the car wouldn't start. So..his "mechanic" rigged up some sort of "pushbutton" under the steering wheel. Now, the neighbor says that when it's hot outside and the car won't start, he pushes the button and the car starts. Any ideas what was wrong with the car and how to undo this contraption? (I'm thinkin about buying the car)

Possibly a wire around the fuel pump relay? Buy the car and trace the wires. Or push the button when it's hot and won't start.
