Wiring Problem unsolved(#4 fuse always blow out) 700

91 740 automatic non turbo.
the #4 fuse always get burned as soon as I replace one and start the car.

this fuse controls stop lights and the shiftlock.

I wonder what is the problem?

Sounds like a short. I would turn the key on, but not attempt a start. Press on the brakes and see if the fuse blows. If not, then I would guess the wires going to the shift lock are frayed/shorting. Quite common.
