power steering question 700 1991

What will cause a brief ( 1-2 second) "loss" of PS (steers like the proverbial truck) followed by normal operation? Doesn't occur on the road but usually when backing out of a parking space etc. System is quite in operation and contains Mobil 1 ATF

Harmonic balancer starting to slip? Since the accesories, AC, PS, alternator are driven by the main pulley, it should be looked at.

Loose PS belt maybe.
