740 rear fog lights don't light 700

Hi, thanks in advance for any help on this. My "new" 1989 740 wagon has a nifty "rear foglight" feature, apparently a pair of brighter taillights at the top of the assemblies. They don't work. There's a switch on the dash to light 'em up, but I'm getting no voltage to that switch, even when the main light switch is on. Is there a relay between the two switches? Fuses are good...bulbs test fine...what am I missing here?

    i think there is a ground for those on the actuall area of the bulb, but i would check the fuse first, see if you have current behind the switch.
