Another 'Is this normal?' question -- instruments

On the '89 740 turbo sedan, my instrument lights ONLY come on once I fasten the driver's seat/lap belt.

Is this normal?

Some Volvo engineer's idea of "safety feature"?

Another 'Is this normal?' question -- instruments 700

Sounds like yet another bad ground in a 740 instrument panel. I'd guess that the little bit of extra juice from the system trying to turn on the seatbelt warning light, is causing a flaky ground to act up. If you aren't having other instrument-specific problems, I wouldn't go tear it apart to fix it. However if the cluster has to come out for other repairs, I'd go looking for poor ground connections to the flex circuit and wiring.
