B230FT fuel pressure? 900 1993

I've been having an emissions problem (high HC & NOX) that I'd like to figure out. SOme have suggested I'm running lean so I checked the fuel pressure. I'm getting 40psi at idle, and 44psi with the regulator unplugged. Is that good?

More likely bad cat or (open to see) 900 1993

We recently had a high nox and hc because the connector to the throttle switch was disconnected! Hooked it up and it went away.

Of course, there was also a pressure leak in the hose to the compressor bypass valve (1987, not on your car) that was probably leaking enough to enrich the mixture excessively.
