rack and pinion/ power steering question 200 1982

I am looking at an 82 volvo and the present owner tells me there is a seal gone on the power steering/ rack and pinion because it has power steering in only one direction. He was told to repair this is about $500. Does anyone know if this is accurate and is it something easily repaired?
