Yeah you've got a bad ground. The terminal is attached to the body by a sheetmetal screw with a 10mm hex head, just between the windshield washer reservoir and the fender. Pull up the AC hose to see it. It's the black wire.
Anyway either it's making a poor connection there or the socket itself has bad ground connections in it. Fortunately if it is that, the complete corner lamp assembly is not expensive. At least compared to other cars, including other Volvos. But check the bulbs and sockets for corrosion before replacing anything. Good luck!

If the bulbs are identical from side to side (and even if they were when new they might not be now), then this symptom is almost assuredly because there's a poor electrical connection.

Remove and clean the bases and pins of the bulbs. (Better yet, remove the whole light assembly, disconnect *all* the connections, clean and reassemble.) Open, clean and reassemble any in-line electrical connections you can find in this circuit, like where the wires come inside the engine compartment. Remove the big ground connection to the side of the engine compartment just behind the headlight, and clean both sides of all the o-ring connectors as well as the car body itself around the threaded hole, and the underside of the mounting bolt. Reassemble.
