First off, it's best to post these to the 700 forum rather than the general RWD.. but that's a technicality.
The brake pads do indeed make a difference, and a quality pad is sometimes the only one that will stop the squeals. These cars are tough to keep quiet! Today, I replaced nice new pads, of uncertain origin, that came with a new caliper I bought, with PBR pads that I had leftover in my parts pile... no more horrific screech in the wife's 88 740.
One key to quiet brakes is proper and thorough replacement the way Volvo intended it- there should be teflon or teflon & stainless steel shims behind every pad. There needs to be a coating of silicone brake grease on the backside of the pad and the shim. Without these items, you will almost always get an ear-piercing squeal guaranteed.
If you are willing to get your hands dirty, buy some of the brake grease at an autoparts store, pull the wheels off and make sure the shims are installed and that they're greased. DON'T get any grease on the braking surface of the pads or on the rotor. Just the steel backing metal and the shim. A big screwdriver is a helpful tool for pressing the pads back a little to release them.
