no power on fuse 11 (B230F) 700

Have some electrical problems with a 1989 740 estate. The engine is a B230F. I appeared that on fuse 11 there is no power. When I borrow power from another fuse (extra wire from fuse 7 to fuse 11) the car runs fine. After replacing the original injection relay still no go. There was a 1347603 which is replaced by a 3523608. According to some experts both relays are the same (?)

What are the last three digits of the ECU?? 561 is the troublesome ECU while the 951 is apparently trouble free and considered a replacement for the 561. I recently had an 89 240 with the 561 fail to start. It would start when I jumpered the intank pump fuse to the main pump fuse. This is consistent with this particular ECU failure. When it fails it no longer grounds the fuelpump relay. Installing a 951 ECU solved the problem.
