Part II - Died while moving - won't restart - basic diagnostics? 200 1987

First, thanks to Token Ring Man (Warren Bain) & lowsway240 (T), Dar, dylant, B.C., and Aye Roll for your advice.

I have resoldered the fuel punp relay and verified it's working with a multi-meter, checked the fuses (including the one next to the battery), checked the ground wires on the intake manifold, and checked and removed the fuel pressure regulator (smelled gas in the vacuum line).

I turned the engine with the return hose off the fuel pressure regulator and no fuel came out. I removed the FPR and turned the engine again - still no gas from the fuel rail. I jumped fuses 4&6 and could here a brief hum each time I made the connection. Have I identified a bad fuel pump?
