1992 740 B230 700

Hello, I'm new to this forum,I hope you can help me out on a check engine fault problem. I have a 1992 740 B230F with EZ116K ignition. I have a 2-4-1 code egr flow too low. I have done a lot to this point but the smog will be due in July and it must be fixed by then. I started with a new thermostat, and then i removed the egr valve and cleaned it and the delivery pipe to the intake manifold, I replaced the temp sensor on the egr valve and both vaccum hoses from the transducer I tested the computer and wiring with a voltmeter by checking for a control signal pulse after the car was warmed up, so i know the only thing left is the transducer. i checked it for clicking and vacuum pulse with a vacuum guage, and it seems to be operating correctly. I've pulled this code on many cars and repaired them, but this one really has me stumped,any help would be appreciated. Thanks Ron
