Bob, The same thing happened to my wife's SAAB last week, she left the wipers on when she shut the car off at night.I started the car the next day and the driver's side didn't move. The cable in the wiper assembly transmission broke. The dealer wanted $25 just for the cable,so I ended up getting a used wiper transmission from the boneyard for $25.
You may want to get a used assembly and just switch it out instead of messing with the cable.

Basically you have to get that cable back around the crank. If you take off the center cover (the speaker grille looking thing) on top of the dash, you can get a good look at it.

You'll have more room to work if you take off the glovebox and the duct behind it. Then you can get in there easier. There is a screw on the end of the cable that adjusts tension. Loosen it to get the cable around the crank, and then tighten it to keep it on there. It might take a couple of tries but you'll figure it out.
